As I understand it, this only applies to dispensaries where it is already allowed to consume on-site (which is not all dispensaries), and is regulated by local zoning laws, including (optionally) having sufficient smoke and ventilation systems.

Absurd comment. No one is going into a hash bar basically to not smoke weed.

The last time I was in a bar in California (which, admittedly, was quite a while ago) they didn't even enforce the no smoking law because a police officer had to see you actually taking a puff or some such nonsense. Sitting at a bar with a lit cigarette in the ashtray in front of you wasn't enough probable cause apparently. Maybe things have changed in the last 20 years, dunno?

Plus, you have always been allowed to smoke in tobacco shops, modulo some restrictions, which is directly relevant to TFA.
