In the good old days, one can at least imagine the stalkers would be locked up in mental hospitals. Now, "the system" seems to have no good options.
Wikipedia says that 35 years in a psychiatric hospital cured John Hinckley, Jr. ...or at least seem to have. Though I'd guess that he got (relatively) VIP treatment.
