The Dutch study shows that for 2024 6 out of 10 cyclist fatalities did not involve a moving automobile, and that more than 50% of fatalities involved cyclists over the age of 50, and 26% of fatalities went to cyclists over 80. So the data leans to a lot of old people tipping over and dying all by themselves.
Reduction of traffic speed helps. In my part of London 20mph is the top legal speed. However cyclists do wear helmets, but unlike on Holland they all wear lycra and ride as if in a race which causes its own problems.
