Question for the lawyers (whether actual or armchair):
Observe that the first half of 8 U.S.C. § 1182(f) seems to give the president broad powers. Also observe that the second half gives the AG a more limited power.
Why exactly is the second half not redundant given the first half? i.e. in what scenario would it come into play where the first would be insufficient? Does this imply intended limits in the first half?
I have found other decisions by her to be ethical. I have no opinion on this decision atm.
