Open GNSS/PNT signals from private operators default to national tort law. Plaintiffs could argue negligence for incorrect or missing signals. Current public GPS providers enjoy sovereign immunity, but private providers don't. Aligning incentives may require an international treaty limiting third-party liability for such errors. Otherwise SpaceX has a reason to limit that data to customers that have agreed to the terms of service.
